James White, working under the Canada Department of the Interior, prepared this No. 35 map of Toronto for the 1906 Atlas of Canada, one of the world's first national atlases, published under Honorable Frank Oliver as Minister of the Interior. White served as the atlas's Geographer, directing a project that grew to include 83 sheets of maps and diagrams covering Canada's geology, communications, natural resources, population and economic activities, with a particular emphasis on transportation given the era's major influx of immigrants settling the Prairie farmlands. The Toronto map was engraved by the Toronto Lithographing Company, one of several specialist printers the Department of the Interior relied on for the atlas's various thematic sections. As part of a genuinely pioneering national mapping effort, this Toronto sheet carries an institutional authority distinct from the commercial atlas maps of the city produced by private publishers in the same period.

The map shows Toronto's administrative boundaries, wards, tracts and block numbers alongside the city's railway system, all rendered at the relatively large scale of 1:32,000, considerably more detailed than the small national-overview maps typical of most atlases from this period. Natural features including Humber Bay and Ashbridge's Bay are marked along the Toronto Harbour waterfront on Lake Ontario, defining the city's edge against the lake that shaped its growth from its earliest colonial founding onward. The map's emphasis on administrative wards and tracts reflects the practical governmental purpose behind the broader Atlas of Canada project, intended as much for planning and administration as for public reference. By 1906 Toronto had emerged as one of Canada's major urban centers, its expanding street grid and railway network captured here at a genuinely formative stage in the city's twentieth-century growth.
